AT least 10 party-list groups could win at least one seat in the House of Representatives,
results of the latest survey of RMN Networks and Oculum Research and Analytics showed.

Party-list groups 4Ps (15.6%), ACT-CIS (8.1%), Uswag Ilonggo (5.6%), Duterte Youth (4.2%), and Tingog (3.5%), emerged as the top choices of respondents in the nationwide preelection survey conducted from Dec. 16 to 22, 2024.

Gabriela (3.2%), Tupad (3.1%), Senior Citizens (2.8%), Malasakit@Bayanihan (2.1%), and Ako Bisaya (2.0%) also made it to the list of party-list groups that obtained the minimum 2% needed to secure at least one seat in the party-list election.

Dr. Racidon Bernarte, head of research of Oculum Research and Analytics and managing
director of the Asia-Pacific Consortium of Researchers and Educators or APCoRe, said the
data reveals a fragmented field with few dominant choices, highlighting the varied and
localized nature of voter preferences.

“The party-list election is characterized by a fragmented field where only a few groups
have managed to capture substantial voter preference. The high awareness levels of many
groups do not necessarily translate into votes, underscoring the importance of not just
visibility but also a strong, resonant advocacy that aligns with voter priorities,” he said.

A total of 63 party-list seats are up for grabs in the 2025 elections, with the Commission on
Elections accrediting a total of 156 party-list groups.

The RMN Networks-Oculum survey involved face-to-face interviews in the key areas of NCR, Luzon, Visayas, and Mindanao. It had a margin of error of +/- 3% at a 95% confidence level.

The survey, the first partnership between RMN Networks and Oculum, included questions
covering electoral preferences, support on national issues, and levels of overall satisfaction
and public trust.

It was also conducted in partnership with APCoRE, a professional organization of
academics and researchers, Areopagus Communications Inc., and PressOne.PH.|
