CHR raises alarm over displaced children affected by Mt. Kanlaon eruption

Negros Occidental, Philippines — The Commission on Human Rights (CHR) has expressed serious concern over the plight of children displaced by the continued volcanic activity of Mt. Kanlaon, warning of significant disruptions to education and other fundamental rights.

According to July 2025 data from the Department of Education (DepEd), at least 1,403 learners and personnel from the Schools Division Offices of Canlaon and La Castellana have been affected by the eruption. Many classrooms have been converted into evacuation centers, forcing the suspension of regular classes and raising serious concerns about learning continuity.

“This crisis affects the fundamental right to education, especially for displaced children,” the CHR said, highlighting that children with disabilities face even greater challenges during disasters—such as limited access to inclusive education, psychosocial support, and accessible evacuation sites.

While the CHR commended DepEd’s efforts to deliver alternative learning methods and collaborate with local governments, the Commission emphasized that education cannot continue effectively without basic needs being met. “Adequate shelter, food assistance, and psychosocial support are vital foundations for meaningful learning,” it stated.

Citing the United Nations Guiding Principles on Internal Displacement, the CHR reminded the government of its responsibility to protect and assist internally displaced persons. The agency called for a “whole-of-government approach” that addresses the specific needs of children, especially those with disabilities.

The CHR also reiterated its earlier advisory on the rights of internally displaced children, urging public awareness and stronger commitments from duty-bearers.

The Commission called on national and local authorities, civil society groups, and affected communities to work together to protect the rights and dignity of displaced children—ensuring their education, safety, and well-being remain top priorities.|
