IN a landmark demonstration of the close and friendly relations between Israel and the Philippines, and in an effort to promote women’s health, the Governments of Israel and the Philippines launched the ISHA Women’s Health Initiative—a pioneering project that establishes a One-Stop-Shop Women’s Health and Wellness Center at Rizal Medical Center (RMC), Pasig City, Philippines.
Inspired by the Hebrew word “ISHA” (אִשָּׁה), meaning “WOMAN,” the ISHA Project was brought to life through the partnership of the Embassy of Israel in Manila, MASHAV – Israel’s Agency for International Development Cooperation, the Department of Health (DOH), RMC, supported by the Makati Medical Center Foundation (MMCF).

“This initiative is not just about healthcare—it’s about dignity, access, and opportunity for every Filipina,” said Ambassador Ilan Fluss, who hailed the project as a milestone in Israel–Philippines relations.
The center will provide comprehensive, life-stage healthcare for women, from preconception and reproductive health to postnatal care, mental wellness, and menopause management. It will also include a dedicated unit for the care of women and children affected by gender-based violence, offering medical, psychological, and forensic support in a safe and compassionate environment.
The partnership was formalized through the signing of a Joint Communique (JC) between the four parties at Rizal Medical Center, Pasig City, Philippines. Attendees included

Ambassador Fluss, Deputy Head of MASHAV Ambassador Savion, Secretary of Health Dr. Herbosa, and Medical Center Chief of RMC Dr. Lumague.
Visiting Israeli senior OB/GYN specialists from the Lis Maternity Hospital at Tel Aviv Sourasky Medical Center/Ichilov—Dr. Ronit Almog, Head of “Ichilov Aid,” and Dr. Ran Nagar, Ultrasound Specialist—are leading the project and sharing the expertise and knowledge of Israel’s leading women’s hospital. Also present were Dr. Victor Gisbert, President of the Makati Medical Center Foundation; Ms. Marge Macasaet-Barro, Executive Director of the Foundation; and Deputy Ambassador Ester Buzgan.
“This is a deeply meaningful collaboration,” said Ambassador Irit Savion, Deputy Head of MASHAV. “The ISHA Project is a landmark in the longstanding partnership between Israel and the Philippines. MASHAV was established the same year as Israel’s first embassy in Manila, and this initiative reflects our deep commitment to supporting the Filipino people. We hope to see this center standing on its feet very soon.”
This spirit of enduring partnership was reflected in the vision shared by Dr. Lumague, who added:
“This project embraces a comprehensive, compassionate, and life-course approach to women’s healthcare, ensuring that every woman — regardless of age or circumstance — has access to the services and dignity she deserves.”
Secretary Teodoro Herbosa expressed his appreciation to Israel for its forward-looking contribution:
“This center represents a convergence of innovation, compassion, and Israeli best practices. We are deeply grateful to the Israeli government for bringing this vision to life.”
