DOST launches nationwide unified training modules on Food Safety

THROUGH the collaboration and efforts of different agencies, the Department of Science and Technology (DOST) Unified Food Safety Training Modules for MSMEs were launched on June 8, 2018 at Titanium Auditorium, Metals Industry Research and Development Center (MIRDC), DOST Compound, Bicutan, Taguig City.

The launching ceremony was organized by DOST-CALABARZON, headed by its Regional Director Alexander Madrigal. It was graced by the presence of DOST Secretary Fortunato T. de la Peña who also served as the keynote speaker. Dr. Alonzo A. Gabriel, Professor and University Scientist from UP Diliman, shared about the process they have been through in the development of the modules. Dr. Elmer T. Ferry, Assistant Regional Director for Research and Regulations, Department of Agriculture (DA)-CALABARZON, and Ms. Pilar Marilyn P. Pagayunan, Director of Center for Food Regulation and Research – Food and Drugs Administration (FDA), delivered the address speech of DA and FDA, respectively.

In Dr. Madrigal’s opening remarks, he emphasized how these training modules are the fruits of the labor of different collaborating agencies to address the knowledge needs of Food MSMEs. According to him, these different agencies saw the needs of MSMEs “to comply with the food standards mandated by legislation” that is why they converged to develop a unified training modules that the public can have access to. The main objective of unifying the food safety modules is to standardize the training materials being used by the 17 regions.

Sec. Dela Peña, in his keynote speech, highlighted that the development of these training modules is a step towards the attainment of the number two and number three Sustainable Development Goals (SDG) namely “Zero Hunger” and “Good Health and Well Being”. He also said these training modules can help in reducing inequality among the people, since a lot of entrepreneurs will benefit from it, and can expand potentials for growth. These two things, he continued, are what the President wants. Lastly, he commended the efforts of everyone involved in the development of the modules and challenged everyone to be “agents in achieving better human nutrition and in building an effective food safety system”.

The unveiling of the DOST Unified Food Safety Training Modules was led by officials from DOST, FDA, DA, UP Diliman, and DTI. The modules are composed of training presentations, teacher’s manual, learner’s manual, and examination booklet on the three components of food safety namely: Food Safety Hazards, Basic Food Hygiene, and Good Manufacturing Practices.

The launching ceremony was closed by Dr. Mario V. Capanzana, Director of DOST-Food and Nutrition Research Institute (FNRI), Chair, DOST Integrated Food Safety Program, by thanking everyone who contributed to the training modules.

After the launching ceremony, a press conference was held wherein the officials from DOST, DA, FDA, together with the project consultants, answered different queries from the press. Cathy Cruz, a reporter from Tuklasin Natin, asked whether the modules will be disseminated immediately to the public. Dr. Gabriel said that the modules will be mass produced after it is copyrighted.

Secretary Dela Peña and Dr. Madrigal, however, cleared out that although the modules are to be copyrighted, they can be used by interested groups for the benefit of the public. Ms. Angie Lee, from iBlaze FM, asked who will be the specific stakeholders to be trained. Dr. Ferry answered that they will first train the policy makers and then tap the DILG and LGUs. When they are trained, they can also be trainers so the knowledge can cascade down to the MSMEs.

The launching ceremony was also attended by Assistant Secretary Demphna Du-Naga of the Department of Trade and Industry (DTI), Ms. Eloisa G. Rozul, Division Chief of Department of Interior  and Local Government (DILG), Mr. Albert R. Cariso Jr., from Food and Development Center (FDC), and Mr. Ernie S. Carlos (Philippine Chamber of Food Manufacturers, Inc.).

Next steps for this project are application of copyright to the modules, finalization of translated versions to Tagalog and Bisaya, drafting of guidelines for the use and distribution, deployment to all DOST Food Safety Teams, and seeking recognition of the manuals from the Food Safety Regulation Coordinating Board (FSRCB).

These are all part of DOST’s continuous efforts to support the “Food Safety Act of 2013” that necessitates the provision of assistance to food supply chains for them to comply with the food safety requirements and regulations and to attain DOST vision- “safe food for everyone, by everyone, through Science, Technology, and Innovation.|

THE Provincial Science and Technology – Laguna (PSTC-Laguna) conducted a Technology Training on Processing of ube and other root crops with Good Manufacturing Practice (GMP) Awareness Seminar last May 25 at DORENIES Food & Beverage,  Brgy. Mabacan, Calauan, Laguna. A total of 21 participants from the Persons with Disability Affairs Office (PDAO) Canlubang, Calamba City attended the seminar-training.

The program started with Ms. Wilma Del Rosario, SRS II from PSTC-Laguna, explaining how the CLDD requested DOST’s support to establish a livelihood opportunity for PWDs, senior citizens, and women. Ms. Agnes Soriano from DORENIES then proceeded with explaining the steps in ube processing from paring to slicing the ube tubers.

Ms. Amor Chozas talked about GMP principles and demonstrated how to prepare food free from any contaminants. The participants were able to have a hands on training on food preparation and handling. Mr. Roman Cosico, UBE Farmers Association President, shared his experiences on selection and sourcing of raw materials as well as how to market products through local store and trade fairs.

After the training, the team and participants visited two retail stores in Brgy. San Marcos, San Pablo City, Laguna. They saw the production area of Vangie’s Ube Halaya, current SETUP adoptor in Laguna, and UBE Maria, a SETUP applicant.

This seminar-training helped the participants to become more knowledgeable in ube flour production in order to have a continuous supply of materials even during off peak seasons.|#BALIKAS_News

PDIC raises PHP14.2-M from public bidding of assets

THE Philippine Deposit Insurance Corporation (PDIC) generated a total of Php 14.2 million from the sale of 31 closed banks’ properties at its public bidding held last May 24, 2018 in Cabanatuan City, Nueva Ecija. The bidding yielded an aggregate premium of Php 1.4 million against the aggregate minimum disposal price of Php 12.8 million. Sold assets consisted of 27 residential lots, three residential lots with improvement and a commercial lot with improvement located in Bataan, Bulacan, Nueva Ecija, and Pangasinan.

Proceeds from the sale of closed banks’ properties are added to the pool of liquid assets of these banks for distribution to creditors and uninsured depositors in accordance with the rules on concurrence and preference of credits.

The expeditious liquidation of assets is one of the strategic directions of PDIC as liquidator of closed banks. To help ensure that recoveries from closed banks’ assets are maximized, PDIC sells assets via competitive biddings and auctions.

Unsold assets from public biddings may be acquired by interested parties via negotiated sale. Interested buyers are encouraged to visit the PDIC website at www.pdic.gov.ph and click the Assets for Disposal section for information on available inventory of assets for sale. Senator lauds environmental science educators

SENATOR Cynthia Villar on Friday lauded the Philippine Environmental Science Association (PESA) for its role in addressing environmental challenges confronting the country.

Villar noted that PESA members, composed of professors and students, are not only concerned about the problems of the environment, but are committed towards finding solutions.

“The goal for which the PESA was organized is to strengthen the value of environmental science as an inter-disciplinary field in analyzing and providing solutions to the perennial environmental problems of the country,” said the chair of the Senate committee on environment and natural resources.

Villar was in this town as guest speaker of the 7th Annual International Conference on Environmental Science (ACES) held at the University of Eastern Philippines (UEP) here on June 13-15.

This year’s theme was “Environmental Science, Green Technology and Society: Pushing Boundaries Towards Sustainability”.

The senator said she believes that science research and technology play a very important role in solving various problems related to environmental degradation.

“I saw how science and technology, coupled with research and education, have paved the way in solving most of the problems and challenges of environment and agriculture sectors,” Villar added.

She expressed support for PESA’s pro-active stance to continuously upgrade and advance the level of environmental science research and actions to address the environmental problems.

Villar recognized participants for tackling key environmental topics and issues, such as climate change, biodiversity and conservation, disaster risk management and sustainable solutions.

“The input and research output of the participants in this conference, from the academe, (to) other stakeholders, research institutions, government agencies, (and) private organizations, will surely be very useful and helpful in finding solutions and implementing strategies to address environmental problems,” she said.

PESA is a consortium of higher education institutions that aims to strengthen the value of environmental science as an interdisciplinary field in analyzing and providing solutions to perennial environment problems in the country, in partnership with UEP and the University of the Philippines-Los Baños School of Environmental Science and Management.|PNA

BATANGAS City –SUMAILALIM sa trainor seminar sa Basic Life Support (BLS) and Standard First Aid ng Department of Health (DOH), Region IV-A Calabarzon, June 14, ang mga pangunahing responders ng lunsod sa panahon ng emergencies o kalamidad. Ito ay upang makapagturo sila sa mga concerned sectors kung papaano sumagip ng buhay bago pa man madala sa ospital ang isang taong nasa kritikal na kondisyon.

Ang mga responders na ito ay mula sa City Disaster Risk Reduction Management Office (CDRRMO), Bureau of Fire Protection (BFP), Batan-gas City PNP, City Health Office (CHO), Philippine Coast Guard at Batangas Medical Center.
Itinuro rin sa kanila kung paano mag-assess, organize, grade, record at evaluate ng pagsasanay.

Sinabi ni Dr. Voltaire Guadalupe ng DOH Region 4-A Calabarzon na “nais po namin na pagkatapos ng training na ito ay magkaroon na po ang Batangas City ng sarili niyang mga trainors upang mas maikalat pa ang kaalaman tungkol sa BLS na hindi na kailangan pa kumuha ng taga labas at maari na silang mag-conduct ng sariling training.”

Aniya, higit pa sa pinaka-magaling na doktor at hospital ang maitutulong ng isang trained sa first aid at BLS sa agarang intervention o pagsaklolo sa isang taong nanganganib ang buhay.

Ayon sa isang participant, malaking tulong ang seminar na ito sa kanila dahil bukod sa nadadagdagan ang kanilang kaalaman ay makakapagturo pa sila sa komunidad, paaralan at barangay.|#BALIKAS_News

Gunman sa pagpaslang sa election officer, kinasuhan na

BAUAN, Batangas – KINASUHAN na ng pulisya ang itinuturong gunman o suspek sa pagpatay kay Noel Miralles, Municipal Election Officer ng bayan ng Mabini, noong Lunes sa bayang ito.

Nasa harap ng Citimart mall sa kahabaan ng Kapitan Ponso St., sa bayang ito noong Lunes ng hapon ang biktima at nag-aabang ng masasakyang dyip pauwi sa Lunsod Batangas nang biglang lapitan ng isang lalaki at pinagbabaril gamit ang kalibre .45 baril.

Kaagad naman siyang isinugod sa Bauan General Hospital ngunit hindi na ito nakaabot pa ng buhay sa nasabing pagamutan ayon kay Dr. Aries J. Bautista, attending physician.

Dahil dito, kaagad na binuo ni Police Senior Superintendent Edwin Quiltes, provincial director, ang Special Investigation Task Group (SITG) at kinabukasan rin ay kaagad na tumawag ng kumpiresnya upang tugisin ang maaaring may pananagutan sa krimen.

Matapos tumugma sa facial sketch ang umano’y suspeks a pagpatay batay sa mga nakasaksi, kinilala lamang sa tawag na alyas Bayawak ang naturang suspek na umano’y sangkot din sa sindikato ng gun for hire.

Miyerkules ng hapon, isinampa na sa Office of the Provincial Prosecutor sa Batangas City ang kasong murder laban sa suspek samantala ay patuloy ang malalimang imbestigasyon ng SITG MIRALLES para sa ikadarakip ng suspek at ang pagtuklas sa iba pang maaaring may pananagutan sa naturang krimen.|#BALIKAS_News
