Dahil wala pa ring prangkisa, operasyon ng u-Hop, mananatiling suspendido

ILIGAL at hindi maaaaring pahintulutang magpatuloy ang operasyon ng u-Hop Transport Network Vehicle System, Inc. (U-Hop) sa Lalawigan ng Batangas —dahilan kung bakit itinigil ang operasyon nito sa Batangas City Grand Terminal at sa ilang malls sa lalawigan.

Ito ang nabatid sa Ulat ng Committee on Transportation and Communication sa Sangguniang Panlunsod ng Batangas noong Lunes batay sa isinagawang pagdinig kamakailan.

Pahayag ni Kagawad Oliver Macatangay, tagapangulo ng lupon, at batay na rin sa naunang pahayag ni G. Rufinito Boongaling ng Land Transportation Franchising and Regulatory Board (LTFRB), walang prangkisa o Certificate of Public Convenience (CPC) ang u-Hop para mag-operate bilang transport network company.

Nauna rito, matatandang tinalakay ni Kagawad Nestor Dimacuha sa malayang oras ng sesyon ng konseho noong Enero 25 ang patuloy na operasyon ng u-Hop sa kabila ng kawalan ng prangkisa, bagay na maaaring maging ugat ng mas malaking problema sa seguridad ng mga mananakay sakaling magkaroon ng aksidente o anumang aberya sa kalsada.

Dahil dito, ipinatawag ni Kagawad Macatangay ang pamunuan ng u-Hop para sa isang pandinig na itinakda noong Pebrero 6. Sa naunang liham ni Nicolas Jose T. Laude III, Head of Sales of Compliance ng u-Hop, hindi umano sila makararating sa itinakdang pagdinig kaya natuloy lamang ito noong Pebrero 27.

Nabatid na ang u-Hop TNVS ay nabigyan ng akreditasyon ng LTFRB bilang transportation network company noong Marso 11, 2016 at may bisa ito sa loob ng dalawang taon o hanggang Marso 10, 2018 lamang. Ngunit ang akreditasyong ito ay hindi prangkisa bilang isang transport company.

Alinsunod sa itinatadhana ng Art. 1732 ng Civil Code, ang u-Hop TVNS ay maituturing na isang common carrier sapagkat ito ay nasa negosyo ng transportasyon ng tao. Batay naman sa probisyon ng Seksyon 15 ng Public Service Act, ang isang common carrier, gaya ng u-Hop TVNS ay kailangang may kaukulang CPC para ligal na makapagbiyahe bilang isang accredited transport network company.

Sa mga nakalipas na pagdinig, nabatid na nakapagsumite pa lamang ng aplikasyon ang u-Hop TVNS sa LTFRB-Region IV para sa kaukulang CPC o kahit man lamang Provisional Authority (PA). Ang PA ay karaniwang iniisyu ng ahensya kapag hindi pa naaaprubahan ang pagkakaloob ng CPC. [Ang PA na iniisyu ng LTFRB ay para ring PA na iniisyu ng Maritime Industry Authority (MARINA) sa isang sasakyang pandagat kapag hindi pa sila naiisyuhan ng CPC].

Dahil sa kawalang ito ng kaukulang prangkisa o otorisasyon mula sa LTFRB, mananatiling hindi papayagang makabiyahe sa alin mang sulok ng Lunsod Batangas ang u-Hop. Ito rin marahil ang sitwasyon ng kumpanya sa mga bayan ng San Pascual, Bauan, San Jose at Lunsod ng Lipa kaya tigil-operasyon din ito sa mga nabanggit na lugar.

Napagkasunduan naman sa pagdinig na maaari ng magproseso ng pagkuha ng Business Permit ang u-Hop TVS ngunit kailangang maging malinaw sa kanila na ito ay upang makapagproseso sila ng aplikasyon sa pagkuha ng CPC o PA sa LTFRB at hindi permiso upang mag-operate kahit walang prangkisa.

Nilinaw naman ni Macatangay na “hindi po kami kumokontra sa pagpasok ng u-Hop o ng ganitong klase ng transportation service sa ating lunsod at lalawigan, ngunit kailangan nating unang tiyakin ang seguridad ng ating mga mananakay at maging ng mga apektadong transport operators sa lunsod.”

Batay sa nakalap na mga dokumento ng BALIKAS News, ang u-Hop TVNS ay may 15 accredited units na pag-aari ng 13 operators.|#BALIKAS_News

Tanay Mountaineers wins Smart youth award

THE Tanay Mountaineers received the Smart Communities Youth Award at the recent TAYO Awards ceremony.

A Rizal-based organization that helps protect vulnerable Philippine species recently received a special award from Smart Communications at the 15th TAYO (Ten Accomplished Youth Organizations) Awards ceremony.

The Tanay Mountaineers was given the Smart Communities Youth Award for its efforts to protect the cloud rat which is endemic to the Philippines. The group worked with the local government to pass a resolution making the cloud rat the flagship species of the town. The Tanay Mountaineers also encouraged the production of souvenir items featuring the animal to raise awareness on the need to protect it.

Its efforts helped achieve four things – the protection of its hometown’s biodiversity, the promotion of the municipality as a tourist destination, the generation of additional revenue streams for the community, and the education of residents on the importance of biodiversity protection.

Before presenting the award and a cash prize to the Tanay Mountaineers, Smart Public Affairs Head Mon Isberto (left) said that like Smart, the group has forged strong partnerships with government and community stakeholders in pursuit of its goal.

The Tanay Mountaineers was one of ten organizations cited at the TAYO Awards ceremony, which was organized by the TAYO Awards Foundation, Inc. in partnership with the National Youth Commission and the Office of Senator Bam Aquino. LUNSOD NG TANAUAN, Batangas — ISANG bagong team sports ang inilunsad sa lunsod ng Tanauan makaraang umarangkada ang kauna-unahang Tee Ball Tournament sa buong Pilipinas na ginanap sa Sports Academy, Brgy. Trapiche., Pebrero 17.

Ang Tee Ball ay isang team sport na nagsisilbing pasimula at pagsasanay para sa mga batang may edad na 5-7 taong gulang sa larong baseball at softball. Kumpara sa mga equipment ng baseball at softball, gumagamit ng mas magaan na bat at mas malambot na bola ang tee ball.

Bilang bahagi pa rin ng kampanya upang iiwas ang mga kabataan sa masasamang bisyo partikular sa droga, , sa pakikipagtulungan sa Sports Development Office, pinangunahan ni Pununlunsod Antonio C. Halili ang pagsisimula ng 1st Mayor’s Cup Inter-Elementary Tee-ball Tournament na nilahukan ng 22 paaralan. Dumalo rin sa naturang torneo si Vice Mayor Atty. Jhoanna C. Corona-Villamor kasama ang ilang miyembro ng Sangguniang Panlunsod.

Sa mensahe ni Sports Development Commissioner Tato Dimayuga, inihayag niya ang layunin ng lunsod na makilala bilang “Baseball Capital of the Philippines”. Aniya, “dahil sa paglulunsad ng 1st Tee Ball Tournament sa Tanauan, masasabi natin na ang Baseball Capital ng Pilipinas ay ang Tanauan.”

LUNGSOD NG TANAUAN, Batangas — KINILALA ng pamahalaang lunsod  sa pangunguna ni Mayor Antonio C. Halili, Vice Mayor Jhoanna Corona-Villamor at mga miyembro ng Sangguniang Panlunsod ang mga batang atleta na namayagpag at humakot ng medalya sa katatapos na 2018 Regional Sports Competition sa Lunsod ng San Pablo, Pebrero 12-15.

Sa isinagawang regular flag raising ceremonies noong Lunes, Pebrero 19, iniharap sa mga opisyal at kawani ng lokal na pamahalaan ang buong delegasyon ng Tanauan City na nagsipag-uwi ng 80 medalya makaraang magwagi sa iba’t ibang isports na nilahukan ng mga ito.

Sa opisyal na datos na nakalap mula sa DepEd Tanauan City Division, kabuuang 49 na gintong medalya ang nakuha ng mga manlalaro at coachesng lunsod mula sa mga larong baseball elementary (14 medals); secondary baseball (15 medals); softball secondary girls (15 medals); sepak takraw (3); at individual games na athletics (1) at swimming (1).

Wagi naman ng silver medals ang delegasyon ng lunsod sa mga larongfootball secondary (15 medals) at individual games na 100m run (2),shot put (2), at 4x 100m relay (2).

Nagsipag-uwi naman ng kani-kanilang bronze medals ang mga players at coaches na lumahok sa football elementary (2); table tennis (2); chess (1); basketball (1), futsal (2) at taekwondo (4).

Nananatili namang buo ang suporta ng lokal na pamahalaan sa mga programang tulad nito at patuloy na nagpapasalamat sa mga kabataang naghahandog ng mga karangalan sa lungsod buhat sa mga kompetisyong sinasalihan ng mga ito sa iba’t ibang uri ng larangan.|#BALIKAS_News

CITY OF SAN PABLO, Laguna – MISTULANG agimat sa laro ng kambal na manlalaro mula sa bayan ng Malvar, Batangas ang angking talent at kagandahang lalaki ng kambal na sina Franz Harvey at Franz Kervy Fagarita upang maiuwi ang kampeonato sa Table Tennis – Mix Double Category, at iba pang premyo sa katatapos na Regional Sports Competition 2018 sa lunsod na ito, Pebro 11-14.

Bukod sa pagiging Mix Double Champion, kapwa naibulsa rin nina Franz Harvey at Franz Kervy at Franz Harvey ang pagiging Second Place – sa Single A at Single B , ayon sa pagkakasunod.

Agaw-pansin sa mga manonood at tagasuporta ang kagwapuhan ng kambal na Grade VI students ng San gregorio Elementary School sa bayan ng Malvar na siyang mga official delegates sa table tennis – Elementary Division at Doubles.

Ayon kay Mharz Babadila, ang coach ng magkapatid “sa skills, wala akong masasabi dyan, kailangan na lang na ma-improve pa ang focus, kasi minsan, kapag dikitan na ang laro ay nape-pressure sila at nawawala na sila sa focus. Kailangan pa rin na mai-focus nila ang kanilang sarili at ang diskarte nila sa laban para sa susunod ay hindi na sila matatalo.”

“Ang gagawin namin ngayon ay continuous training para paghandaan ang laban at makarating sila sa Palarong Pambansa”, dagdag pahayag pa ni Coach Bobadila.

LUNSOD NG TANAUAN, Batangas — HANDANG-HANDA  na ang lunsod na ito para sa nalalapit na Little League Philippines Regional Series 2018 matapos dito mapiling isagawa ang taunang kompetisyon ng Luzon Leg simula ngayong 2018.

Ang sports competition na ito na nakalaan para sa mga batang lalaki na manlalaro ng baseball at softball girl players edad 10-16 taong gulang ay gaganapin mula Abril 3-9, 2018.

Layunin ng Little League Baseball Inc. na itaguyod ang kakayahan ng mga batang atleta na nagpapamalas ng interes sa kaugnay na isports at hubugin ang kanilang disipilina sa sarili, pagtutulungan at pagkakaisa.

Ang paligsahan ay nahahati sa tatlong (3) kategorya: Little League para sa edad na 10-12; Junior League- edad 12-14; at Senior League- edad 13-16.

Erwin Tulfo, idineklarang persona non grata sa Balayan; Fronda, itinaggi ang mga paratang ng mamamahayag

BALAYAN, Batangas – IDINEKLARA nang persona non grata ng Sangguniang Bayan dito ang news personality na si Erwin Tulfo dahil sa umano’y malaking perwisyo o kapinsalaan sa bayan ng Balayan kaakibat ng matinding pagmumura nito kay Punumbayan Emmanuel Salvador II P. Fronda nitong nakalipas na linggo sa social media.

Sa regular na sesyon ng konseho noong Miyerkules, inihain ni Kagawad Joebert Mapalad ang isang resolusyon na ideklarang persona non grata dito ang naturang mamamahayag.

Aniya, malaking kapinsalaan sa imahen ng bayan ng Balayan ang mga paratang ni Tulfo na tila baga sa pagsasabing ang bayan ng Balayan ay isang natutulog at walang pag-unlad na munisipalidad ay ipinakakahulugan na maging ang mga bumubuo ng konseho at iba pang opisyal dito ay hindi nagtatrabaho ng maayos para sa ikasusulong ng kanilang bayan.

Mariing itinanggi naman ni Kagawad Danilo Pamintuan na may kinalaman siya sa pagmumurang ito at panlalait ni Tulfo. Nakikisimpatiya umano siya sa taumbayan at kay Mayor Fronda at nakikiisa sa pagkondena ng konseho sa masamang ginawa ng mamamahayag.

Dagdag ng kagawad, lubos niyang ipinagtataka kung bakit nadawit ang kaniyang pangalan sa bagay na wala naman siyang kaalam-alam.

May dalawang linggo na ang nakaraan, sunud-sunod na pagbatikos ang ginawa at malutong na pagmumura ni Tulfo kay Mayor Fronda na naka-upload sa internet.

Akusa ni Tulfo, may mga nagsumbong umano sa kaniya na ang mga negosyante sa Balayan ay nagrereklamo dahil sa kabilan ng mga kumpletong requirements ay hindi binibigyan ng business permit o iniipit ng alkalde ang mga nasabing business permit dahil sa ang mga negosyanteng ito’y makakakumpitensya ng alkalde sa pagnenegosyo.

Dagdag pa ni Tulfo, lahat na umano ng klase ng negosyo sa Balayan gaya ng quarry, gasolinahan, konstruksyon at iba pa. Ipinagdiinan pa nito na may nakasampa sa Departmnt of Justice (DoJ) na kaso ng pangagahasa laban sa alkalde nna dapat aniyang siyang harapin at linisin ang kanyang pangalan.

Ikinasama naman ng loob ng mga Balayeño ang nagging asal ng mamamahayag at sinabing hindi naman ganoon ang kanilang alkalde.

Sa isang panayam, sinabi ni Mayor Fronda na alam ng kaniyang mga kababayan na hinding-hindi niya pinapayagan ang pagku-quary sa nasasakupan ng Balayan at alam di niyang ito ang programa ni Pangulong Rodrigo Duterte. Patunay din aniya ang pagpasok ng mga small players na gasolinahan na walang katotohanan ang mga paratang ng pagpigil niya sa mga negosyong katulad nito.

Dagdag pa ng alkalde, ang taumbayan mismo ang makakapagpatunay na patuloy na sumusulong ang bayan ng Balayan, na maging ang palengke rito ay buhay na buhay maging sa kalaliman ng gabi, at ang mga commercial at rural banks ay may matatatag na mga sangay dito.

RTNMC gears up for 1st ASEAN Mineral Awards

Philippines’ bet for Search in Best Mining Practices…

Rio Tuba Nickel Mining Corporation (RTNMC) tops the three companies shortlisted for the Best Practices in Mineral Mining category in the first ever ASEAN Minerals Awards (AMA) in recognition of Best Practices in Environmentally and Socially Sustainable Mineral Development.

The other two nominees are a gold mining company from Indonesia and the largest cement group in Thailand.

From the submissions by Association of South East Asian Nations (ASEAN) member states, the Board of Judges chose the top three finalists with RTNMC, an affiliate of Nickel Asia Corporation (NAC), emerging at the top of the list.

The other two categories are Best Practices in Mineral Processing (including Smelting), and Best Practices in Minerals Distribution (including Transportation, Handling, Storage).

The finalists in the three categories will make their final presentations to the Board of Judges in NawPyiDaw, Myanmar (formerly Burma) on November 28 with each presentation lasting a maximum of 15 minutes.  The winners for all three categories will be announced during the gala dinner of the ASEAN Ministerial Meeting on Minerals on November 30 in the Myanmar capital city.

Gerard Brimo, NAC and RTNMC President and CEO, was elated by the selection of the company as the Philippine’s entry to ASEAN Minerals Awards in the Category of “Best Practices in Mineral Mining”.

“Having been picked as one of the top three finalists is already a distinct honor for Rio Tuba Nickel Mining, as well as for Nickel Asia Corporation,” said Brimo.

The AMA was established to honor mining companies from the ASEAN communities for their contributions in the advancement of responsible and environment-friendly mining.

It is a project of the Special Task Force (STF) under the ASEAN Senior Officials Meeting on Minerals (ASOMM).

Composing the STF are representatives from the ASEAN Member States, namely Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam.

According to its guidelines, the AMA aims to promote environmentally and socially sustainable mineral development, improve the general perception/image of the mineral industry, disseminate best practices in the mineral sector (mining, transportation, processing, etc.), increase public awareness on Best Practices in Environmentally and Socially Sustainable Mineral Development.

It also aims to improve and enhance the Best Practices in mineral industries, strengthen regional cooperation and encourage sharing of expertise, and, encourage private sector participation for community development.

The AMA recognizes contributions involving actual impacts on community development, implications on ASEAN minerals supply, human resource development, productivity and resource efficiency, and actual measures to address health, safety and environmental performance.

IMPRESSIVE ENTRY

The ASEAN Secretariat sent out an open invitation to the public when the search began for companies that will represent the Philippines to AMA.

NAC was among the firsts to submit its entry – sharing success stories and achievements in responsible and sustainable development of mineral resources.

In response to NAC’s entry, Environment Undersecretary Mario Luis J. Jacinto of the Mines and Geosciences Bureau (MGB), said that they find the NAC submission as “very impressive.”

USec. Jacinto made the announcement that RTNMC was chosen to represent the Philippines to AMA last March.

“After strict evaluation of the eight entries submitted for the said Category, the Philippine AMA Technical Working Committee found your entry to be worthy to represent the country in the AMA,” USec. Jacinto wrote to NAC Chairman Manuel B. Zamora, Jr.

Also in his letter, Jacinto advised that RTNMC will be competing with other entries from ASEAN countries, where winners from each Category will be deliberated on by a Board of Judges.

SELECTION PROCESS

Acting as the Philippine Focal Point, the MGB started the process of selecting thru a consultative meeting with industry leaders and other government heads early this year.

The MGB created the PH-AMA Committee composed of technical experts from the bureau, other government authorities, universities, professional groups, and research institutions.

It started accepting and screening nominees last February.  The official entries were submitted to the Board of Judges (BOJ), headed by the Indonesian Focal Point, before March 31, 2017.

A country can submit only one entry per category.  One winner and two runners-up will be chosen for each category.

The BOJ was created among STF members who will evaluate and select the winners based on the Guidelines previously formulated by the STF members.

The winners for each category will be awarded with a trophy and a Certificate and the runners-up will be given a Certificate.|NAC Bulletin with reports from the Mineral Economics, Information and Publications Division
