Banta sa buhay ni Mayor Sabili, isinapubliko; P7-milyon, ibabayad sa gunman?

LIPA City – “MANANATILING normal ang mga transaksyon sa Tanggapan ng Pununglunsod ng Lipa, bagaman at magkakaroon na konting security measures na ipatutupad simula ngayong araw na ito.”

Ito ang pahayag ni Mayor Meynardo A. Sabili sa isang maikling programa sa lobby ng city hall kasunod ng flag raising ceremony noong Lunes, Oktubre 29, matapos niyang ihayag ang umano’y banta sa kaniyang buhay.

Pahayag ni Mayor Sabili, isang intelligence report ang ipinabatid sa kaniya ni mula kay retired General Raul Dimatatac ng Philippine Air Force na may isang kampo na nagbabalak ng masama sa kaniyang buhay. Idinagdag pa ng alkalde na nabatid niyang ang kinuhang gagawa nito ay taga Nueva Ecija sa halagang P7-milyon.

Kinumpirma naman umano ni dating Governor Aurelio ‘Oyie’ Umali kay Mayor Sabili ang naturang banta sa buhay ng alkalde at ipinabatid na nakaalis na sa Nueva Ecija ang sinasabing gunman.

Tiniyak din naman aniya sa kaniya ni Umali, na nakahanda umano siyang humarap sa media at maging sa pangulo kung kinakailangan, upang patunayan ang katotohanan na may matinding banta sa buhay niya.

“Wala po akong tinutukoy na tao at wala rin akong karapatang magbintang. Hindi po ako nagbibintang kung sino man ang taong gusting pumatay o magpapatay sa akin, ang masasabi ko lamang ay sana naman, matakot tayo sa Panginoon,” pahayag pa ni Sabili.

“…Kung sanay na ang patayan at ito’y gagamitin dahil sa political greed, hindi po natatapos ang lahat pagka namatay po si Mayor Meynard Sabili, hindi pa po tapos ang lahat; meron po tayong Panginoon at meron po tayong taumbayan na siyang maghuhusga. Hindi ikaw, kung sino ka man, wala kang kapangyarihan na tapusin ang isang taong naglilingkod sa bayan; isang taong sasabihin nya ay waang kredibilidad, pero ang tao na ito ay pinagtiwalaan ng Lunsdo ng Lipa , ng masang Lipeño sa loob ng maraming taon. Kung sasabihin natin, walang kredibilidad, di wala ring kredibilidad ang ating mga taga-Lunsod ng Lipa,” dagdag pa ng alkalde.|#BALIKAS_News

STO. TOMAS, Batangas — MISTULANG inihabol pa sa paggunita sa Araw ng Undras ang trahedyang sinapit ng isang pamilya at isang tricycle driver matapos araruhin ng isang humahagibis na trak ang tatlong sasakyan sa kahabaan ng Daang Maharlika, sakop ng Brgy. San Jose, sa bayang ito, Oktubre 28.

Ayon kay Chief Inspector Erickson Go ng Sto. Tomas Municipal Police Station, mabilis na tinatahak ng trak naturang highway ngunit nawalan ng kontrol ang drayber nitong si Ruel Jarabese, 44 ng Ibabang Iyam, Lucena City, nang tumigil sa kalagitnaan ng highway ang isang Honda TMX tricycle upang tumawid sa kabilang kahabi ng highway.

Dahil dito, nawala sa linya ang naturang trak at bumangga ito sa mga kasalubong na pampasaherong bus ng Bicol Isarog Transport Systemss, Inc. na minamaneho ni Florentino Densing, 50, ng Punturin, Valenzuela City, at isa pang Toyota Vios na kotse.

Napuruhan ang mag-anak na sakay ng kotse – ang nagmamaneho na si Engineer Rencie Bautista, 33; ang may-bahay niyang si Remedios Bautista, 33, isang bank assistant manager; at ang kanilang 4-taong gulang na anak na si Zyryn Athena.

Napuruhan din at binawian rin ng buhay ang drayber ng tricycle na nakilalang si Calexto Racasa, 64, ng Barangay Sabang, Magdalena, Laguna.

Sugatan naman ang kaniyang mga pasaherong sina Jonas San Juan, 37; Aldrin Racasa, 22; at Aaron Racasa, 13.

Kaagad namang isinailalim sa kostudya ng pulisya ang draybe rng trak na si Jarabese at ipaghaharap ng magkakapatong na kaso ng reckless imprudence resulting to damage to properties, reckless imprudence resulting to multiple homicide at reckless imprudence resulting to serious and light physical injuries.

Isinailalim din sa kustodya ng pulisya ang drayber ng bus na si Densing sapagkat dalawa sa mga pasahero niya na nakilalang sina Lutha Huarde, 35, at Vilma Azotea, 57, ang malubha ring nasugatan sa nasabing trahedya.|#BALIKAS_News

NASA 4,500 mga miyembro mula sa higit dalawang-daang mga kooperatiba buhat sa iba’t ibang bayan sa Lalawigan ng Batangas ang nakiisa at nakisaya sa culminating activity para sa Cooperative Month Celebration 2018, sa pangunguna ng Provincial Cooperative Livelihood and Enterprise Development Office, na ginanap sa Batangas Provincial Sports Complex, Bolbok, Batangas City.

Naging tampok na gawain sa pagtitipong pinangunahan ng Pamahalaang Panlalawigan ng Batangas ang paglulunsad ng “Batangas: 1 Strong Cooperative Movement” para sa patuloy na pagsulong ng mga kooperatiba bilang katuwang ng mga miyembro nito sa pagbuo ng matatag na mga komunidad.

Pinuri at ipinagmalaki ni Gov. Dodo Mandanas ang patuloy na paglakas at paglaki ng mga kooperatiba sa lalawigan.  Binigyang-diin din niya ang suporta at pakikiisa ng pamahalaang panlalawigan para sa tuloy-tuloy na pagsulong ng mga kooperatiba, lalo na ang mga nagsisimula pa lamang, sa pamamagitan ng PCLEDO, na pinamumunuan ni Ms. Celia Atienza, ang kasalukuyang pangulo ng League of Cooperative Development Officers of the Philippines.

Para sa taong 2018, ang Batangas Capitol, sa pamamagitan ng PCLEDO, ay nakapagpondo ng 167 na mga cooperative projects na nagkakahalaga ng P10 Milyon; nakapaglabas ng loan assistance sa 28 mga kooperatiba na umabot sa halos P13 Milyon; at nakapagbigay ng ayudang umabot sa halos P4 Milyon sa mga kooperatibang nagkaroon ng annual assemblies.

Bilang tulong at suporta sa mga kooperatibang Batangueño, nakalaan ang P15 Milyon para sa regular fund assistance; P100 Milyon para sa Credit Surety Fund mula sa Bangko Sentral ng Pilipinas; P50 Milyon para sa Enterprise Development for Cooperatives mula sa Philippine Rural Development Program; at P4 Milyon para sa 2019 General Assistance.

Pagsuspinde ng Ombudsman kay Sabili, tuluyan ng ibinasura ng CA

LIPA City – MULING pumanig ang gulong ng katarungan kay Mayor Meynardo A. Sabili ng lunsod na ito matapos magdesisyon ang Court of Appeals (CA) upang baligtarin ang naunang 1-taong suspension na ipinapataw ng tanggapan ng Ombudsman sa kaniyang kinakaharap na kasong admnistratibo kaugnay ng paglilipat ng isang dating kawani ng pamahalaang lunsod.

Sa 19-pahinang desisyon na ipinalabas nitong nakaraang linggo, nagdesisyon ang CA 4th Division na maging permanente na ang temporary restraining order (TRO) na ipinalabas nito noong Agosto 9 laban kina Mayor Sabili at Lipa City administrator Leo Latido.

Nag-ugat ang kasong ito sa naunang reklamo na isinampa ni dating City Social Welfare and Development Officer Teresita Pesa na di kalaunan ang nasabing reklamo ay kaniyang iniatras din.

Sa di malamang dahilan na sa kabila ng pag-aatras na ito ng reklamo ay itinuloy pa rin ng Ombudsman ang pagdinig sa kaso at hinatulan sina Sabili at Latido ng 1-taong suspension noong Disyembre 11, 2017.

Kaagad namang naghain ng Motion for Injunction and Temporary Restraining order ang kampo ni Sabili. At noon ding nakaraang Agosto 9, ipinalabas ng CA ang 60-day TRO na nag-uutos sa Ombudsman at sa Deparmtent of Interior and Local Government (DILG) na itigil ang pagpapatupad ng nasabing desisyon ng Ombudsman.

“The basic purpose of the restraining order is to preserve the status quo until the hearing of the application for preliminary injunction. It is a preservative remedy for the protection of substantive rights and interests,”(Ang batayang layunin ng restraining order [pagpipigil]  ray upag panatilihin muna ang kung anong kasalukuyang kalalagayan hanggang sa madinig ang aplikasyon para sa preliminary injunction. Ito ay isang preventive remedy upang protektahan ang mga karapatan at interest [ng serbisyo publiko]” saad sa kautusang nilagdaan ni Associate Justice Franchito Diamante.

Hulyo 20, 2018 nang maghain ng Petition for Review under Rule 43 with Prayer for Temporary Restraining Order /Injunction sina Mayor Sabili at Atty. Leo S. Latido sa kasong isinampa laban sa kanila.

Sa naturang petisyon, sinabi ng mga petisyuner (Sabili at Latido) na, Una, ang inirereklamong aksyon ng alkalde ay nangyari noon pang taong 2012 at 2013; at dahil sa tatlong sunud-sunod na pagkakahalal kay Mayor Sabili noong 2010, 2013 at 2016, ang naturang aksyon ay maituturing na nasa ilalaim ng protective mantle of the condonation doctrine; at Ikalawa, ang mga reassignment orders noon na ipinalabas ng alkalde ay maituturing na regular at kailangan sa tawag ng serbisyo-publiko.

Noon ding Hulyo 30, 2018, ay naghain ng Comment si Pesa [sa Urgent Ex-Parte Motion for an Immediate Issuance of a Temporary Restraining Order na inihain ng mga petisyuner noong Hulyo 24]. Ani Pesa, batay na rin sa mga umiiral na jurisprudence at alinsunod sa Rule 58 ng Rules of Court, may mga interes ang publiko na kailangang bigyang proteksyon kaya marapat lamang na ipagkaloob ang hinihinging TRO ng mga petisyuner.

Sa pakapagpalabas ng TRO, ipinag-utos din ng Korte kay Gng. Pesa na magsumite ng kaniyang komento sa applicantion for the issuance of Writ of Preliminary Injunction at Petition for Review na inihain ng mga petisyuner sa loob ng sampung (10) araw matapos matanggap ang kautusan ng Korte. Sinagot naman ito ng mga inireklamong opisyal.

Matapos mabalanse ng CA ang mga argument ng magkabilang panig at sa mismong pag-aatras ng reklamo ni Pesa may humigit-kumulang limang (5) taon na ang nakararaan, tuluyan na ngang ibinasura ng CA ang naturang kaso ay pinawalang bisa ang hatol ng Ombudsman noong Disyembre 11, 2017.|#BALIKAS_News

Citihood Charter ng Sto. Tomas, pirmado na; plebisito, isusunod na

STO. TOMAS, Batangas – HIGIT na benepisyo at kaunlaran ang inaasahang matatamasa ng sambayanang Tomasino sa tuluyang pagiging syudad ng kanilang munisipyo.

Ito ang tiniyak ni Vice Mayor Armenius Silva sa panayam ng BALIKAS News matapos tuluyang lagdaan ni Pangulong Rodrigo R. Duterte ang Republic Act No. 11086 o ang Act Converting the Municipality of Sto. Tomas in the Province of Batangas into a Component City to be known as the City of Sto. Tomas noong Oktubre 5, 2018 at inilathala ng Official Gazette noong Oktubre 13. Ang nasabing batas ay nakapasa sa Senado at sa Mababang Kapulungan noong Hulyo 23, 2018.

Dahil sa tuluyan na ngang naging batas ang kumbersyon ng Sto. Tomas para maging isang lunsod, mangangahulugan ito ng mas marami pang serbisyong sa edukasyon, kalusugan at iba pang pangunahing serbisyo para sa mga Tomasino sapagkat ang real property tax ng Sto. Tomas ay hindi na ireremit sa pamahalaang panlalawigan.

Upang maging ganap ang pagiging lunsod, magsasagawa na ng plebisito ang Commission on Elections (COMELEC) para malaman ang magiging pagsang-ayon o pagtutol ng mga mamamayan.

“Mayroon ng sapat na budget ang pamahalaang lokal ng Sto. Tomas para sa plebisito at ito ay ayon sa itinakda ng COMELEC,” pahayag pa ni Silva.

Kapag tuluyan ng naging lunsod ang Sto. Tomas, madaragdagan ng dalawa (2) ang mga kagawad ng magiging Sangguniang Panlunsod. Ayon kay Silva, ang mga ito ay hihirangin mula sa mga makakakuha ng ika-9 at ika-10 may mataas na boto sa darating na halalan.

Samantala, kung tuluyang magiging lunsod ang Sto. Tomas bago sumapit ang May 2019 elections, lahat ng mga mahahalal sa ikatlong termino ay hindi na maaaring kumandidato sa katulad na posisyon sa susunod na halalan (o sa 2022) bagaman at sila ay magiging mga city officials na sa 2019.

Naniniwala naman si Vice Mayor Silva na malaki ang kumpiyansya ng sambayanang Tomasino sa liderato ni Mayor Edna Sanchez na siyang magtatawid sa bayan ng Sto. Tomas tungo sa isang pagiging ganap na lungsod.|#BALIKAS_News

CWR decries Hedda Calderon’s arrest and detention as illegal

THE Center for Women’s Resources (CWR) has strongly condemns the allegedly illegal arrest and detention of its consultant Ms. Hedda de Luna Calderon last October 15, 2018 in Laguna. 

Hedda has been a consultant of CWR for 15 years now. Her expertise on women’s issues, gender-sensitive management and mainstreaming approach, and results-based monitoring and evaluation framework, has given CWR the direction it needs for its operation as a resource center for women. Because of her knowledge and expertise on gender concerns and management framework, other organizations and institutions have also sought her service as a consultant.

CWR maintains that Hedda, a social worker and staunch women’s rights activist, is not guilty of illegal possession of firearms and explosives, contrary to the claims of the Intelligence Service of the Armed Forces of the Philippines (ISAFP) and Criminal Investigation and Detection Group (CIDG).

The group decries the alleged continuing deterioration of human rights and the unabated and worsening repression to crack down activists and to persecute all perceived critics.

Moreso, CWR also call on all women, women’s rights advocates, social workers, and human rights defenders to demand the immediate release of Hedda and four others who were arrested, and to remain critical and vigilant against attacks to human rights defenders.|-CWR

LIPA City – “TUMAWAG kanina ang Secretary-General ng Nationalist People’s Coalition (NPC) at sinabi niya na ipinasasabi ng National Headquarters ng NPC na nakiusap si Senator Ralph Recto na ipinatatanggal ako sa partido ng NPC, bandang alas-tres ng hapon (Oktubre 17).”

Ito ang malungkot na pahayag ni Lipa City mayor Meynard Sabili nang kapanayamin ng mga mamamahayag nang bigla itong sumulpot sa Provincial Election Office pasado alas-kwarto ng hapon noong Miyerkules o kulang na sa isang oras bago ang itinakdang pagsasara ng filing of Certificate of Candidacy (COC).

Bungad na pahayag ni Sabili, “Hindi ko alam kung bakit nila patuloy na ginagawa ito sa akin gayung wala naman akong ginagawang masama sa kanila, di ko alam kung bakit gusto nilang alisan ako ng partido”.

Bago ito, naghain ng kandidatura si Sabili sa pagka-kongresista ng Lipa City Lone District (6th District) noong Lunes ng umaga, Oktubre 15, sa ilalim ng NPC. Makakatunggali niya sa darating na halalan si incumbent Congresswoman Vilma Santos Recto ng Nacionalista Party (NP).

Ayon pa kay Sabili, ang kaganapang ito ay isang uri ng panggigipit sa katulad niyang ang tanging hangad ay maipagpatuloy ang pagseserbisyo sa publiko.

Ayon naman sa Comelec, kung babawiin nga ng NPC ang Certificate of Nomination and Acceptance (CONA) na inisyu ng partido kay Sabili, kailangang may matanggap na Notice of Withdrawal (of CONA) ang Comelec mula sa issuing party para tuluyang mabawi ang nasabing CONA.

Sakali ngang  tuluyang mabawi ang nasabing CONA, magiging independent candidate na lamang si Sabili.

Pahayag ni Sabili, mahalaga sa isang kumakandidato ang pagiging kasapi ng isang partido upang kung sakali mang ma-disqualify o may mangyari sa kandidato, siya ay maaaari mapalitan.

Sa isang panayam, ikinalungkot naman ni NPC Secretary-General Mark Llandro Mendoza ang sinapit ni Mayor Sabili. Aniya, naniniwala siya sa liderato ng alkalde. Katunayan nito, ang panganay na anak ni Mendoza na si Marcus ay tumatakbo sa pagka-konsehal ng Lipa kasama ng Tambalang Sabili-Umali na pawang nasa ilalim ng NPC.

Tatlong taon na ang nakararaan, pinigil din umano ni Senador Recto ang pagbibigay kay Sabili ng CONA ng Liberal Party (LP) kung saan pare-pareho silang kasapi ng partido. Dahil dito, nakahanap naman ng kakampi ang grupo ni Sabili sa National Unity Party (NUP) kaya sa ilalim ng naturang partido tumakbo at nanalo sa kaniyang ikatlong termino ang alkalde.

Ayon sa mga Sabili, nagsimulang magalit umano sa kanila ang mga Recto nang magdesisyong tumakbo sa pagka-kongresista ang maybahay ni Sabili na si Gng. Bernadette P. Sabili katapat ni Congw. Vilma Santos-Recto. Para sa 2019 elections si Gng. Sabili ay tumatakbo sa pagka-alkalde, samantalang si Mayor Meynard ang makakatapat ni Congw. Victory comes early; congressman, mayor at vice mayor, walang kalaban

NAGING mistulang Victory Party na para sa administrasyon ang mga kaganapan noong Lunes, Oktubre 15, 2018 nang maghain ng kandidatura sina Congressman Marvey Mariño, Mayor Beverly Rose A. Dimacuha at Vice Mayor Emilio Francisco Berberabe Jr. at bumuhos ang suporta ng mga Batangueño.

Ito’y matapos walang nagsipaghain ng kandidatura para tapatan ang tatlong matataas na opisyal na nabanggit ng Lunsod Batangas nang ideklara ng Comelec ng marating na Miyerkules, Oktubre 17, na sarado na ang itinakdang araw ng pagsusumite ng Certificate of Candidacy (COC) para sa May 13, 2019 Synchronized National and Local Elections.

Ito ang kauna-unahang pagkakataon na walang kalaban sa eleksyon ang mayor at vice mayor ng Lunsod Batangas at maging ang congressman na nakasasakop rito.

Dahil dito, mistulang sinelyohan na ang pagkapanalo para sa ikalwang termino sa pagka-kinatawan ng Batangas City Lone District sa Mababang Kapulungan ng konggreso ni Congressman Mariño at ikalwang termino naman ni Mayor Beverly Dimacuha bilang ina ng lunsod. Selyado na rin ang ikatlo at huling termino sa pagka-bise alkalde ni Berberade. Ang mag-asawang Marvey at Beverly ay nasa ilalim ng Nacionalista Party samantalang guest candidate naman nila si Berberabe mula sa UNA Party.

The illusive sustainable development from Malampaya gas to power project

THE continuing saga of oil and gas industry in the country – the unending clamor of the public that the government must do something on the deregulation of oil prices, the unending bickering of political leaders about federalism and the right of every regions on the benefits of natural resources especially oil and gas, and the scandals in the government in the use of Malampaya fund – all of these boil down to one, the inequality in the distribution of services in the communities that must be sustained by the taxes collected from the extraction of the country’s natural wealth underneath.

While upland communities and those in mining regions are clamoring for equal distribution of royalties and other benefits from mining, still there are communities that must also benefit from the multi-billion dollar Malampaya Gas-to-Power Project but seems to be being left behind and was taken for granted, as the folks claimed.

The Malampaya Gas-toPower Project Overview

The Malampaya project is the first of its kind in the Philippines which gave birth to the natural gas industry in the country. The Malampaya field is located 80km off the coast of Palawan Island, in the Republic of the Philippines.

The discovery of an alternative and indigenous source of energy was a milestone event for the Philippines, a country that has historically relied on imported fuel for the bulk of its domestic and industrial power requirements.

With so much dependence on imported oil fuels, the government and the private sector are in search of other sources for the country’s supply. Explorations in the Philippines began in early 70’s. But with the failure of Shell explorations to find oil reserves in the Visayan Seas and Palawan in the late 70’s and 80’s, and spending over US$ 90-million, the Shell Exploration and its partner Pecten Philippines were dissolved in 1983.

But all of these did not cause Shell to give up. In 1990, Shell returned to Palawan and focused on the Camago find. This would pay off with the discovery of gas –trillions of cubic feet of it— in nearby Malampaya.

The Malampaya Deep Water Gas-to-Power project is one of the largest and most significant industrial endeavors in Philippine history. A joint undertaking of the Philippine national government and the private sector, the project is spearheaded by the Philippine Department of Energy (DOE) developed and operated by Shell Philippines Exploration B.V. (SPEX) on behalf of joint venture partners Chevron Malampaya LLC and the PNOC Exploration Corporation.

The Malampaya Deepwater Gas-to-Power project is the first undertaking of its kind in the Philippines employing state-of-the-art deepwater technology to draw natural gas from deep beneath Philippine waters. The indigenous gas fuels three natural gas-fired power stations with a total generating capacity of 2,700 megawatts to provide 30% of Luzon’s power generation requirements.

Since October 2001, the Philippines has been importing less fuel for power generation, providing the country foreign-exchange savings and energy security from this clean fuel.

Natural gas has the least CO2 among fossil fuels and is more efficient than other sources of power like coal and crude oil.

Share in the Economy

The operation of Malampaya in the power stations’ full capacity of 2,700 megawatts is displacing an estimate of some 1.35 million kilograms of CO2 per hour–a cleaner and more sustainable process, as compared to energy generation using coal or fuel oil.

In 2016, the Department of Finance, thru the Philippine-Extractive Industries Transparency Initiative (Ph-EITI) reported that oil and gas has contributed only 0.19% of the country’s gross domentic product (GDP), while mining and quarrying contributed 0.6%. While the Philippines is considered a non-exporting country for oil and gas, still the country recorded a 0.5% contribution to total exports of the country.

The PH-EITI 2017 Report revealed that the Chevron Malampaya LLC, the operator of the Malampaya gas to power project has paid the government thru the Bureau of Internal Revenue (BIR) in the form of corporate income tax a total of Php 2,604,373,961.00 in 2015 and Php 2,656,610,453.00 in 2016. Shell Philippines Exploration B.V., however has paid almost the same amount at Php 2,636,632,523 in 2015 and Php 2,643,612,898.00 in 2016.

As to the local government’s share in the national wealth, the province of Batangas has received thru the Department of Budget and Management (DBM) a total share of Php 1,296,538.00 in FY 2015-2016 combined, while Batangas City alone got Php 48,981,303.00

Meanwhile, citing company data, Cesar Romero, Shell country manager said in December 2017 that the Malampaya Gas to Power Project in Batangas can still provide natural gas fuel until 2027 to 2029, longer than the earlier projected depletion date.

With this huge amount of taxes being collected by the government, that may include the millions of pesos subject of the Malampaya fund scam that hounds government officials from one administration to the other, the question now is, how do the government distributes the taxes or how it translates the collected taxes into services to benefit the Filipinos.

Putting Isla Verde in the picture

From the production platform in northwest Palawan, the extracted gas had to cross over 500 kilometers of seabed through a pipeline that passes through Verde Island Passage all the way up to Batangas where the Onshore gas Plant would further process and finally convert it to energy as fuel to three power plants in Batangas City supplying around 70% energy requirements of the Luzon grid.

Verde Island Passage is a strait that separates the islands of Luzon and Mindoro, connecting the South China Sea with the Tayabas Bay and the Sibuyan Sea beyond. It is one of the busiest sea lanes in the Philippines because it is the main shipping route between the Port of Manila and the Visayas and Mindanao in the south. Also, many ferries navigate the waters, connecting the surrounding provinces of BatangasMarinduqueOccidental MindoroOriental Mindoro and Romblon.

The 1.14 million hectare passage is extremely rich in marine biodiversity, the richest area in the entire Coral Triangle. It is famous for its scientifically-backed title as the Center of the Center of Marine Shorefish Biodiversity and as the Center of the Center of the Marine Biodiversity of the World.

At the center of the passage is Isla Verde (or Verde Island), that lies between the mainland Luzon and Mindoro Island and can be reached by an average of one-hour boat ride from the Port of Batangas. Divided into six barangays, the island is within the civil administration of the city government of Batangas.

Famous destination within the island include Mahabang Buhangin, a kilometer-long stretch of white sand beach, Sitio Cueva, where a cave leads to the other side of the island. Verde Island is also known for its dive sites and hospitable residents. The residents’ main source of living are fishing and mat weaving.

Former Pilipinas Shell Foundation, Inc. (PSFI) executive director Ding Roco recalls that “While we were required to conduct only three public hearings, we conducted about 35, with every municipality from the platform to Batangas.. we talked to everyone along the 500-kilometre pipeline.”

But former barangay councilor Melquiades Dapdap of Barangay San Agustin Kanluran in Isla Verde said: “Wala naman akong natatandaang ganoong public hearing dito.. ang meron ay sa bayan, pero dito sa Isla ay wala… angkita laang namin ay nung naglalagay na ng pipeline dito sa tapat ng Isla Verde.”

Customarily, in every industry, the communities that must benefit first are the host communities. Part of the taxes being paid to the government by the industry locators are allocated to the basic services of the host communities, from the province, the city, and down to barangay level.

All communities (considered as host barangays) in Palawan, Oriental Mindoro and Batangas City are benefiting from social services, except for six (6) barangays in Isla Verde. The irony is that while the natural gas that is fuelling the country’s biggest natgas-fired power plants in Batangas City has to pass through Verde Island Passage from Palawan down to its onshore gas plant in Tabangao, Batangas City, these six (6) barangays of Isla Verde –Liponpon, San Agapito, San Agustin Kanluran, San Agustin Silangan, San Andres and San Antonio—were left behind and were not included to the long list of host barangays. The result of which, these barangays were not receiving the same amount of benefits that most of the host barangays are receiving from the government.

“Ay di ganyan nga, parang hagya na kami maambunan ng biyaya. Gaya noong maglindolan, may mga relief goods namang ipinadala dito, pero sa kabuuan ay hindi namin natatanggap ang katulad ng natatanggap ng ibang lugar,” Dapdap told Balikas.

As mentioned, without passing through the Verde Island Passage, the Malampaya gas to power project will be incomplete and will not be able to pay billions of pesos to the government in the form of taxes. It cannot fuel the 1,200MW Sta. Rita Power Plant, the 500MW San Lorenzo Power Plant and the 1,00MW Kepco Ilijan Power Plant. However, the six (6) barangays of Isla Verde remain unelectrified. The communities are relying on small generator sets that run from 6:00 o’clock until 9:00 o’clock in the evening only with fees relatively higher compared to the rates being collected by Meralco and other power distributors in the mainland Luzon.

To date, the Malampaya Foundation, Inc. (MFI) is conducting a Verde Island Marine Corridor Conservation Program (SHORE Program) that helps fisherfolks and sometimes held medical and dental missions in the island.

“But we believe that Isla Verde is entitled to more than these. Our fishermen are complaining that the presence of the pipeline caused the depletion of their catch. If only our barangays will be included in the host barangays of Malampaya, we believe that more services will be afforded to us and we can consider that this project is really beneficial to the communities,” the former official claimed.

With the billions of taxes collected by the government, and millions of which are subject of the fund scam of corrupt officials, still there are communities that are left behind instead of benefitting sustainable development that the Malampaya gas to power project has promised  to bring in a couple of decades back in history.|- With report from Michelle Yvonne O.
