The illusive sustainable development from Malampaya gas to power project

THE continuing saga of oil and gas industry in the country – the unending clamor of the public that the government must do something on the deregulation of oil prices, the unending bickering of political leaders about federalism and the right of every regions on the benefits of natural resources especially oil and gas, and the scandals in the government in the use of Malampaya fund – all of these boil down to one, the inequality in the distribution of services in the communities that must be sustained by the taxes collected from the extraction of the country’s natural wealth underneath.

While upland communities and those in mining regions are clamoring for equal distribution of royalties and other benefits from mining, still there are communities that must also benefit from the multi-billion dollar Malampaya Gas-to-Power Project but seems to be being left behind and was taken for granted, as the folks claimed.

The Malampaya Gas-toPower Project Overview

The Malampaya project is the first of its kind in the Philippines which gave birth to the natural gas industry in the country. The Malampaya field is located 80km off the coast of Palawan Island, in the Republic of the Philippines.

The discovery of an alternative and indigenous source of energy was a milestone event for the Philippines, a country that has historically relied on imported fuel for the bulk of its domestic and industrial power requirements.

With so much dependence on imported oil fuels, the government and the private sector are in search of other sources for the country’s supply. Explorations in the Philippines began in early 70’s. But with the failure of Shell explorations to find oil reserves in the Visayan Seas and Palawan in the late 70’s and 80’s, and spending over US$ 90-million, the Shell Exploration and its partner Pecten Philippines were dissolved in 1983.

But all of these did not cause Shell to give up. In 1990, Shell returned to Palawan and focused on the Camago find. This would pay off with the discovery of gas –trillions of cubic feet of it— in nearby Malampaya.

The Malampaya Deep Water Gas-to-Power project is one of the largest and most significant industrial endeavors in Philippine history. A joint undertaking of the Philippine national government and the private sector, the project is spearheaded by the Philippine Department of Energy (DOE) developed and operated by Shell Philippines Exploration B.V. (SPEX) on behalf of joint venture partners Chevron Malampaya LLC and the PNOC Exploration Corporation.

The Malampaya Deepwater Gas-to-Power project is the first undertaking of its kind in the Philippines employing state-of-the-art deepwater technology to draw natural gas from deep beneath Philippine waters. The indigenous gas fuels three natural gas-fired power stations with a total generating capacity of 2,700 megawatts to provide 30% of Luzon’s power generation requirements.

Since October 2001, the Philippines has been importing less fuel for power generation, providing the country foreign-exchange savings and energy security from this clean fuel.

Natural gas has the least CO2 among fossil fuels and is more efficient than other sources of power like coal and crude oil.

Share in the Economy

The operation of Malampaya in the power stations’ full capacity of 2,700 megawatts is displacing an estimate of some 1.35 million kilograms of CO2 per hour–a cleaner and more sustainable process, as compared to energy generation using coal or fuel oil.

In 2016, the Department of Finance, thru the Philippine-Extractive Industries Transparency Initiative (Ph-EITI) reported that oil and gas has contributed only 0.19% of the country’s gross domentic product (GDP), while mining and quarrying contributed 0.6%. While the Philippines is considered a non-exporting country for oil and gas, still the country recorded a 0.5% contribution to total exports of the country.

The PH-EITI 2017 Report revealed that the Chevron Malampaya LLC, the operator of the Malampaya gas to power project has paid the government thru the Bureau of Internal Revenue (BIR) in the form of corporate income tax a total of Php 2,604,373,961.00 in 2015 and Php 2,656,610,453.00 in 2016. Shell Philippines Exploration B.V., however has paid almost the same amount at Php 2,636,632,523 in 2015 and Php 2,643,612,898.00 in 2016.

As to the local government’s share in the national wealth, the province of Batangas has received thru the Department of Budget and Management (DBM) a total share of Php 1,296,538.00 in FY 2015-2016 combined, while Batangas City alone got Php 48,981,303.00

Meanwhile, citing company data, Cesar Romero, Shell country manager said in December 2017 that the Malampaya Gas to Power Project in Batangas can still provide natural gas fuel until 2027 to 2029, longer than the earlier projected depletion date.

With this huge amount of taxes being collected by the government, that may include the millions of pesos subject of the Malampaya fund scam that hounds government officials from one administration to the other, the question now is, how do the government distributes the taxes or how it translates the collected taxes into services to benefit the Filipinos.

Putting Isla Verde in the picture

From the production platform in northwest Palawan, the extracted gas had to cross over 500 kilometers of seabed through a pipeline that passes through Verde Island Passage all the way up to Batangas where the Onshore gas Plant would further process and finally convert it to energy as fuel to three power plants in Batangas City supplying around 70% energy requirements of the Luzon grid.

Verde Island Passage is a strait that separates the islands of Luzon and Mindoro, connecting the South China Sea with the Tayabas Bay and the Sibuyan Sea beyond. It is one of the busiest sea lanes in the Philippines because it is the main shipping route between the Port of Manila and the Visayas and Mindanao in the south. Also, many ferries navigate the waters, connecting the surrounding provinces of BatangasMarinduqueOccidental MindoroOriental Mindoro and Romblon.

The 1.14 million hectare passage is extremely rich in marine biodiversity, the richest area in the entire Coral Triangle. It is famous for its scientifically-backed title as the Center of the Center of Marine Shorefish Biodiversity and as the Center of the Center of the Marine Biodiversity of the World.

At the center of the passage is Isla Verde (or Verde Island), that lies between the mainland Luzon and Mindoro Island and can be reached by an average of one-hour boat ride from the Port of Batangas. Divided into six barangays, the island is within the civil administration of the city government of Batangas.

Famous destination within the island include Mahabang Buhangin, a kilometer-long stretch of white sand beach, Sitio Cueva, where a cave leads to the other side of the island. Verde Island is also known for its dive sites and hospitable residents. The residents’ main source of living are fishing and mat weaving.

Former Pilipinas Shell Foundation, Inc. (PSFI) executive director Ding Roco recalls that “While we were required to conduct only three public hearings, we conducted about 35, with every municipality from the platform to Batangas.. we talked to everyone along the 500-kilometre pipeline.”

But former barangay councilor Melquiades Dapdap of Barangay San Agustin Kanluran in Isla Verde said: “Wala naman akong natatandaang ganoong public hearing dito.. ang meron ay sa bayan, pero dito sa Isla ay wala… angkita laang namin ay nung naglalagay na ng pipeline dito sa tapat ng Isla Verde.”

Customarily, in every industry, the communities that must benefit first are the host communities. Part of the taxes being paid to the government by the industry locators are allocated to the basic services of the host communities, from the province, the city, and down to barangay level.

All communities (considered as host barangays) in Palawan, Oriental Mindoro and Batangas City are benefiting from social services, except for six (6) barangays in Isla Verde. The irony is that while the natural gas that is fuelling the country’s biggest natgas-fired power plants in Batangas City has to pass through Verde Island Passage from Palawan down to its onshore gas plant in Tabangao, Batangas City, these six (6) barangays of Isla Verde –Liponpon, San Agapito, San Agustin Kanluran, San Agustin Silangan, San Andres and San Antonio—were left behind and were not included to the long list of host barangays. The result of which, these barangays were not receiving the same amount of benefits that most of the host barangays are receiving from the government.

“Ay di ganyan nga, parang hagya na kami maambunan ng biyaya. Gaya noong maglindolan, may mga relief goods namang ipinadala dito, pero sa kabuuan ay hindi namin natatanggap ang katulad ng natatanggap ng ibang lugar,” Dapdap told Balikas.

As mentioned, without passing through the Verde Island Passage, the Malampaya gas to power project will be incomplete and will not be able to pay billions of pesos to the government in the form of taxes. It cannot fuel the 1,200MW Sta. Rita Power Plant, the 500MW San Lorenzo Power Plant and the 1,00MW Kepco Ilijan Power Plant. However, the six (6) barangays of Isla Verde remain unelectrified. The communities are relying on small generator sets that run from 6:00 o’clock until 9:00 o’clock in the evening only with fees relatively higher compared to the rates being collected by Meralco and other power distributors in the mainland Luzon.

To date, the Malampaya Foundation, Inc. (MFI) is conducting a Verde Island Marine Corridor Conservation Program (SHORE Program) that helps fisherfolks and sometimes held medical and dental missions in the island.

“But we believe that Isla Verde is entitled to more than these. Our fishermen are complaining that the presence of the pipeline caused the depletion of their catch. If only our barangays will be included in the host barangays of Malampaya, we believe that more services will be afforded to us and we can consider that this project is really beneficial to the communities,” the former official claimed.

With the billions of taxes collected by the government, and millions of which are subject of the fund scam of corrupt officials, still there are communities that are left behind instead of benefitting sustainable development that the Malampaya gas to power project has promised  to bring in a couple of decades back in history.|- With report from Michelle Yvonne O. BATANGAS City – SA pagsasara ng itinakdang panahon ng paghahain ng kandidatura ng mga tatakbo sa May 2019 Midterm National and Local Elections, ilang mga naghain ng COC ang nakasisisguro na ng panalo sapagkat walang magiging katunggali o dili kaya naman walang malalakas na kalaban.

Sa mga nagsipaghain ng kandidatura sa pagka-kongresista sa anim (6) na distrito ng Lalawigan ng Batangas at sa mga panlalawigang posisyon, tanging si Batangas City Lone District Congressman Mario Vitorrio A. Mariño lamang ang nakasisisuguro ng panalo dahil walang makakalaban sa darating na eleksyon.

Si Congressman Marvey ang kauna-uanahang kinatawan ng Lunsod Batangas sa Mababang Kapulungan matapos maihiwalay ang lunsod mula sa Ikalwang Distrito. Ngayon ay tumatakbo siya para sa ikalwang termino sa ilalim ng Nacionalista Party.

Sa Unang Distrito, muling magkakatapat ang magkatunggaling Ermita at Apacible sa pagka-kongresista. Nasa ilalim ng Nacionalista Party (NP) si incumbent Congw. Eileen Ermita-Buhain samantalang PDP-Laban naman si former Cong. Conrado V. Apacible ng Nasugbu.

Makakalaban naman ni Deputy Speaker at 2nd District Cong. Raneo E. Abu (NP) si Punumbarangay Nicanor Conti (PDP-Laban) ng Brgy. Alalum, San Pascual.

Apat (4) naman ang magiging magkakalaban sa Ikatlong Distrito – si incumbent Congw. Ma. Theresa V. Collantes (PDP-Laban), Jose Gabriel H. Reyes (Independent), dating Bokal Ma. Chona M. Dimayuga (PDP-Laban) at si Nestor L. Burgos ng Laban ng mga Manggagawang Pilipino.

One-on-One naman sa Ikaapat na Distrito sina incumbent Congw. Lianda B. Bolilia (NP) at former Cong. Mark Llandro L. Mendoza (NPC). Si Bolilia ay nasa kanyang unang termino, samantalang nakatapos na ng uang 3-termino si Mendoza, na siya ring Secretary-General ng Nacionalist People’s Coalition (NPC).

May nanalo na, ngunit hindi instant billionaire!

MATAPOS ang halos walong (8) buwan, napanalunan na ang pinakamalaking jackpot prize na P1.180-bilyon sa 6/58 Ultra Lotto ng Philippine Charity Sweepstakes Office (PCSO) sa bola nito, Linggo ng gabi, Oktubre 14.

Ngunit hindi tulad ng inaasahan, wala pa ring nagiging instant na bilyonaryo sa pamamagitan ng lotto sapagkat dalawang mananaya ang maserteng nakataya sa winning combination numbers na 50, 37, 25, 01, at 45.

Hanggang sa sandaling sinusulat ang balitang ito, hindi pa iniaanunsyo ng PCSO kung saan tumaya o kung taga saan ang maswerteng mga bagong milyonaryo.

Ayon sa rekord ng PCSO, nagsimulang lumobo ang jackpot prize ng 6/58 Ultra Lotto noong Pebrero 18, 2018 na nagsimula lamang sa P49.5 million, hanggang sa umabot ito ng kabuuang Php 1,180,622,508. Ito na ang pinakamalaking jackpot prize na naitala sa kasaysayan ng Philippine lottery.

Hanggang sa ngayon, wala pa ring nakahihigit sa naitalang pinakamalaking jackpot na nakuha ng iisang tao sa ang napanalunang P741-milyon sa Grand Lotto 6/55 na pinanalunan ng isang mananaya sa Olongapo City sa Zambales noong 2010.

Samantala, may 100 mananaya rin ang muntik nang maging milyonaryo ng maswerte rin nilang makuha ang limang tamang numero kaya makakakuha sila ng tig- Php169,930 bawat isa, ayon pa sa ulat ng PCSO.

Bago ito, sinabi ng PCSO na sa laki ng jackpot prize, maaaring umabot ng tig-Php 280,000 ang mapapanalunan ng sinumang makakuha ng five-numbers, depende lamang sa “the total sales generated and the number of winners on the particular draw.”

Ang paglobo ng jackpot prize sa Ultra Lotto ay nag-udyok sa milyon-milyong Pilipino na tumaya at maghangad na manalo sa pinakamalaking premyo sa kasaysayan ng lottery sa Pilipinas.

Corona-Halili face off, babantayan sa Tanauan City

SA lahat ng bayan at lunsod sa lalawigan ng Batangas, inakatinututukan ngayon ng publiko ang karerahan sa pagka-alkalde ng Lunsod ng Tanauan.

Huwebes ng umaga, Oktubre 11, tahimik at simpleng nag-alay ng Banal na Misa sa simbahan ng Parokya ng Nuestra Señora Soledad sa Darasa ang buong team ni incumbent 3rd District Board Member at dating City of Tanauan mayor Alfredo C. Corona bago tumuloy sa City Election Office sa Old City Hall Compound sa Poblacion.

Hangad ni Bokal Fred na makabalik bilang alkalde ng Lungsod ng Tanauan at maipagpatuloy ang mga dati niyang programa sa lunsod, at ang mga adbokasiya ng kaniyang anak, si incumbent Mayor Jhoanna Corona-Villamor na naghain na rin ng kandidatura sa pagka-Board Member. Bitbit ang mahabang karanasan sa serbisyo-publiko, layunin ng amang Corona na maisulong pa ang pag0unlad ng Tanauan, samantalng bitbit ang kaniyang pagiging abogada, nais ng batang Corona na magsulong ng mga batas at ordinansa bilang bokal ng ikatlong distrito.

Kasama ng mga Corona ang buong slate para sa Sangguniang Panlunsod sa pangunguna ng tatakbo sa pagka-bise alkalde, dating Kagawad Julius Platon, anak ni dating Mayor Cesar Platon.

Sa kabilang banda, sa St. John the Evangelist Parish Church naman nagsimba ang grupo ni Angeline Halili, anak ni dating mayor Antonio Halili bago nagtuloy sa COMELEC. Bitbit ng batang Halili ang mga tagasimpatiya ng pagyao ng kaniyang ama at kumapit siya sa suporta ng mga ito sa paghahain ng kandidatura bilang alkalde.

Kasama ni Halili sa paghahain ng COC ang kaniyang buong slate sa Sangguniang Panlunsod sa pangunguna ni Atty. Herminildo Trinidad, Jr. para sa pagka-vice mayor. Si Atty. Junjun Trinidad (UNA Party) ay dati nang naglingkod bilang bise alkalde noong panahon ni Bokal Fred bilang mayor, at dati ring ciy administrator sa panahon ni dating mayor Halili.

Samantala, bukod kina Corona at Halili, ilan pang nababalitang aspirante ang inaasahang maghahain din ng Certificate of Candidacies hanggang sa magtapos ang tinakdang deadline nito sa Miyerkules, Oktubre 17. Kabilang na rito si retired Deparment of Foreign Affairs (DFA) – Lipa director Nancy Garcia.

“Ako’y maglilingkod…”; 2019 aspirants, nagsipaghain na ng COC

KAPITOLYO, Batangas – NAGSIMULA na nitong Huwebes, Oktubre 11, ang itinakdang limang (5) araw para sa paghahain ng kandidatura ng mga tatakbo sa May 13, 2019 Synchronized National and Local Elections alinsunod sa Minute Resolution No. 18-0806 ng Commission on Elections (COMELEC) noong Seteyembre 12, 2018.

Kaugnay nito, nagsimula na ring dumagsa sa mga tanggapan ng COMELEC ang mga kakandidato upang maghain ng kanilang Certificate of Candidacy (COC).

Sa lalawigan ng Batangas, kauna-unahang naghain ng kaniyang COC si incumbent Governor Hermilando I. Mandanas na tatakbo sa ilalim ng PDP Laban para sa ikalwang termino. Hanggang sa magsara ang opisina noong Biyernes, wala pang nakapaghain ng kandidatura pagka-bise gobernador.

Nagsipaghain na rin ng kandidatura ang ilang tumatakbo para sa pagka-kongresista ng anim na distrito ng Lalawigan ng Batangas kasama ang kani-kanilang mga pamilya at tagasuporta. Sa Unang Distrito, wala pang kalaban ang naghaing si 2nd termer Congw. Eileen Ermita-Buhain ng Nacionalista Party (NP) na naghain ng kaniyang COC, Huwebes ng umaga. Kasama niya mula sa Kanlurang Batangas ang kaniyang amang si dating Executive Secretary Eduardo Ermita, Taal Mayor Fulgencio Mercado at ang suspendidong si Balayan mayor JR Fronda.

Wala pa ring kalaban si Deputy Speaker at 2nd District Cong. Raneo E. Abu (NP) na ang COC ay inihain ng kaniyang abogado, Erwin Aguillera, at ng kaniyang Chief of Staff, Atty. Joel Atieza, Biyernes ng hapon.

Sa Ikatlong Distrito, kasama ni Congw. Maria Teresa Collantes (PDP-Laban) sa paghahain ng kaniyang COC para sa reelection bid ang asawang si dating Cong. Nelson Collantes at ilang tagasuporta mula sa kaniyang distrito. Samantalang naghain na rin noong Biyernes si 4th District Congw. Lianda Bolilia (NP) para sa kaniyang re-election bid. Kasama ni Bolilia sa kaniyang paghahain ng COC ang ilang incumbent mayors ng kaniyang distrito – mayors Michael Rivera (Padre Garcia), Grande Gutierrez (Taysan) – at si dating Ibaan mayor Chua na pawang nagsilipat na sa NP.

Kasama naman ni incumbent Congw. Vilma Santos Recto sa kaniyang paghahain ng COC ang asawang si Senador Ralph G. Recto at ilang tagsuporta mula sa Lunsod ng Lipa (Ikaanim na Distrito). Bagaman ngayon ay nas NP na ang mga Recto, kasama rin nila sa Comelec si Atty. Romulo Macalintal na umano’y tatakbong senmador sa ilalim ng Liberal party (LP).

Wala pang naghahain ng kandidatura sa pagka-bise gobernador, samantalang ang mga nagsipaghain na ng kandidatura para sa pagka-bokal (Board Member) ay sina – Unang Distrito: dating Board Member Consuelo Malabanan (PDP-Laban); Ikatlong Distrito: (1) incumbent Tanauan City mayor  Jhoanna Corona-Villamor (NP), (2) dating Board Member Rodolfo Balba (NP), incumbent Laurel mayor Randy James Amo (PDP-Laban), at negosyanteng si G. Ben Pariño (Independent); Ika-6 na Distrito: (1) Councilor Bibong Mendoza (NP). Wala pang nagsisipaghain ng kandidatura sa ikalwa at ikalimang distrito.|#BALIKAS_News

BATANGAS City – PALAISIPAN pa rin ngayon sa takbo ng pulitika sa lunsod na ito kung sino at paano magtatalaga ng hahalili o ipapalit sa posisyong nabakante sa Sangguniang Panlunsod bunsod ng pagkamatay ni Kagawad Glenn Aldover na sumakabilang-buhay, Miyerkules ng umaga, Oktubre 10.

Halos siyam (9) na buwan pa ang nalalabi sa termino ni Aldover bilang kagawad ng Sangguniang Panlunsod, at tulad ng ibang posisyong halalin (elective position) sa pamahalaan, may sadyang nakatakdang panuntunan o batas na gumigiya sa pagtatalaga ng kapalit sa nasabing posisyon.

Batay sa itinatadhana ng Local Government Code of 1991 ang pagkabakante sa posisyon sa Sanggunian, dulot ng pagkamatay ng isang kagawad ay malinaw na nakasaad sa Seksyon 45 ng nasabing batas.

Ganito ang isinasaad sa batas:

Section 45. Permanent Vacancies in the Sanggunian. –

(a) Permanent vacancies in the sanggunian where automatic succession provided above do not apply shall be filled by appointment in the following manner:

(1) The President, through the Executive Secretary, in the case of the sangguniang panlalawigan and the sangguniang panlungsod of highly urbanized cities and independent component cities;

(2) The governor, in the case of the sangguniang panlungsod of component cities and the sangguniang bayan;

(3) The city or municipal mayor, in the case of sangguniang barangay, upon recommendation of the sangguniang barangay concerned.

(b) Except for the sangguniang barangay, only the nominee of the political party under which the sanggunian member concerned had been elected and whose elevation to the position next higher in rank created the last vacancy in the sanggunian shall be appointed in the manner herein above provided. The appointee shall come from the same political party as that of the sanggunian member who caused the vacancy and shall serve the unexpired term of the vacant office. In the appointment herein mentioned, a nomination and a certificate of membership of the appointee from the highest official of the political party concerned are conditions sine qua non, and any appointment without such nomination and certification shall be null and void ab initio and shall be a ground for administrative action against the official responsible therefore.

(c) In case or permanent vacancy is caused by a sanggunian member who does not belong to any political party, the local chief executive shall, upon recommendation of the sanggunian concerned, appoint a qualified person to fill the vacancy.

(d) In case of vacancy in the representation of the youth and the barangay in the sanggunian, said vacancy shall be filled automatically by the official next in rank of the organization concerned.

Kung nagkataong si Aldover ay primera konsehal ng lunsod at ang pagkabakante ng posisyong iniwan niya ay dulot ng pag-angat niya ng posisyon para punan ang nabakanteng posisyon ng bise alkalde, ang susunding panuntunan ay ang probisyon ng Seksyon 45, par. (a).

Ngunit dahil sa ang pagkabakante ng posisyon sa konseho na kailangang mapunuan ay resulta ng pagkamatay ni Aldover na hindi naman primera konsehal kundi isang regular na kasapi ng Sanggunian, ang pagkabakanteng ito ay pupunan batay sa probisyon ng Seksyon 45, par. (b)

Ganito rin ang malinaw na isinasaad sa Memorandum Circular No. 151 ng Department of Interior and Local Government (DILG) na ipinalabas noong Marso 25, 1992:

“Sec. 2. Where a permanent vacancy exists in the sangguniang panlalawigan, the sangguniang panlungsod and the sangguniang bayan involved, such vacancy shall be filled by the appointment of the nominee who belongs to the same political party under which the sanggunian member concerned who caused the last vacancy had been elected.”

May ilang termino ring nanungkulan bilang kagawad ng pamahalaang lunsod ng Batangas, at ito ay matapos isyang maihalal sa ilalim ng magkakaibang partido pulitikal.

Noong May 2013 elections, kumandidato at nanalo si Aldover sa ilalim ng Nationalist People’s Coalition (NPC) kasama ng mayoriya ng mga opisyal sa lunsod.

Noon namang nakaraang May 2016 elections, nanumpa, tumakbo at naihalal bilang kagawad si Aldover sa ilalim ng Liberal Party (LP). Ngunit noong Setyembre 21, 2018 o 20 araw bago siya binawian ng buhay ay nanumpa muli si Aldover bilang kasapi ng Nacionalista Party (NP) bilang paghahanda sa susunod an halalan sa Mayo 2019.

Pahayag ni Atty. Ibarra Gutierrez III ng University of the Philippines College of Law, “malinaw ang isinasaad ng Local Government Code at ng Memorandum Circular No. 151 ng DILG na ang Liberal Party (LP) ang may karapatang mag-nominate ng magiging kapalit ni Aldover sa konseho sapagkat Liberal Party is the political party under which the sanggunian member concerned who caused the last vacancy (Aldover) had been elected.”|#BALIKAS_News

MALAPIT na muling ipatupad ang ika-5 cycle of closed season, o ang pagpapahinga ng mga Look ng Balayan, Talin at Nasugbu na magsisimula sa November 27 at tatagal hanggang December 18, 2018.

Kaugnay pa rin ito ng mga proyekto, sa pangunguna ng Pamahalaang Panlalawigan ng Batangas katuwang ang iba’t ibang sektor ng lipunan, para sa tamang pangangalaga sa kalikasan at likas yaman, partikular ang baybaying dagat ng lalawigan.

Sinimulan noong taong 2014 ang programa bilang inisyatiba sa fisheries management, kung saan pinaghuhusay ang coastal protection at pinalalakas ang fishery resilience.

Ito ang naging paksa ng pagpapupulong noong ika-9 ng Oktubre 2018 sa Provincial Government – Environment and Natural Resources Conference Hall sa pangunguna ng Provincial Government – Environment and Natural Resources Office (PG-ENRO) at kaibat ang Department of Environment and Natural Resources (DENR) at Bureau of Fisheries and Aquatic Resources (DA-BFAR).
